Why unincorporated status matters
County of San Diego Planning and Development Services form PDS 070 (rev. 01/01/2023) says a building permit is required for any fence except fences and freestanding masonry walls not exceeding 6 feet in height that also comply with County Zoning Ordinance fencing rules, plus a narrow exception for certain open security fences up to 8 feet with barbed or razor wire in the top 2 feet. A house-yard privacy fence is not that barbed-wire exception.
The same PDS 070 excerpt from Zoning Ordinance section 6708 lists 42 inches in a front or exterior side yard and 72 inches in a rear or interior side yard, with a different rule in the main-building area. Confirm current applicability with PDS. Wood-post notes on the form are recommendations only, not a required Lakeside design.
PDS 070 also says any portion of a fence within 5 feet of a building shall be non-combustible material or approved exterior fire-retardant wood, or material that meets the same fire-resistive standards for exterior walls per County Building Code section 707A. Ask whether that form, another overlay, or an insurer condition applies to this address. Do not invent a community-wide WUI overlay from the word Lakeside.
Soil, terrain, and larger parcels
Map the line: property corners, El Monte Valley or Wildcat Canyon access, animals, drainage, utilities, gates, and every segment that approaches a building. That separates a house-yard privacy run from a pasture or property-definition run.
Lots tend to run longer than coastal tract yards. Linear footage, sequencing, and old-footing removal have to be measured. Agricultural and equestrian fencing has different structural jobs than a residential privacy panel. Decomposed granite and denser East County subsoil change digging time and equipment. Ask whether the bid assumes a standard dig or this lot’s rock.
Heat, wind, and the river corridor
East County heat and Santa Ana wind affect material and how solid a panel is. Ask how a given product has been detailed on similar inland lots. That is not a lifespan number.
Some Lakeside-area properties sit near the San Diego River floodplain. Flag that when you confirm PDS requirements. High water and debris can change anchoring and openings. It is a parcel question, not a village-wide recipe.
For equestrian work along El Monte Road or similar parcels, document animal type, pasture divisions, existing corrals, gate swings, trailer and emergency access, and temporary containment while a line is open.
What to ask before you compare bids
Ask how they will confirm PDS requirements for this parcel. Ask how they will handle rocky ground. Ask whether the bid covers the full property line you intend, not a partial guess. For a 1,500-foot ranch perimeter, divide the line by purpose and terrain before comparing totals.
Checking a license before you hire
Fence installation generally falls under CSLB C-13, which covers fences, gates, and related structures and excludes masonry walls. Verify at the CSLB license check. Business and Professions Code section 7048 exempts only aggregate contracts under $1,000 that are casual, minor, and do not require a permit. A typical full fence is outside that exemption.
Boundary and neighbor considerations on larger lots
Older East County lines are often unmarked. Confirm the boundary with a licensed surveyor before a long shared run. California Civil Code section 841 requires 30 days’ written notice before incurring shared-fence costs unless a written agreement already governs, and it presumes equal sharing of reasonable costs among adjoining private landowners.
