Board-on-board is better for privacy because as wood shrinks over time, solid-board fences develop small gaps between pickets that let light (and sight) through. Board-on-board alternates pickets front and back with 1-inch overlap, so gaps never open up. Costs about 10–15% more.

For maximum privacy with zero maintenance: Class-A vinyl tongue-and-groove. For natural look with moderate maintenance: cedar board-on-board. For budget: pressure-treated pine, but expect cupping and gap-opening by year 3 in inland San Diego.
