Residential metal fence panels here are mostly aluminum or steel (including what people call wrought iron).

Cost and maintenance without a rate card
Aluminum usually bids below custom steel on the same line because of weight and stock panels. Steel wins when you need weld-up design or impact resistance. Maintenance: aluminum rinse and inspect hardware. Steel: yearly coating inspection, especially west of I-5. Fence installation still has to set posts for wind and soil.
Permits and pool enclosures
City Table 142-03A: under 7 feet, no permit under that fence division; 7 feet or greater, building permit. Zoning height and visibility still apply (section 142.0310). Coastal Map C-731 can add a CDP. Unincorporated lots: County PDS 070. A contractor may file; Fence Pros does not pull permits.
For a covered new or remodeled private single-family pool or spa, Health and Safety Code section 115922 requires at least two of seven features. If an enclosure is used, section 115923 sets gate swing, 60-inch latch height, 60-inch minimum enclosure height, 2-inch max ground clearance, no 4-inch sphere, and a non-climbable outside.
